FIFA has written to the 32 teams competing at the World Cup telling them to “focus on football now” following a controversial development.
Host Qatar has been criticized for its stance on same-sex relationships, its human rights record and its treatment of migrant workers.
The tournament will start on November 20.
The letter demands that football should not be “dragged” into “ideological or political battles” and should not “give moral lessons”.
Some players have organized peaceful protests.
England’s Harry Kane and nine other European captains will wear the ‘One Love’ armband.
Denmark will wear the shirts in protest against Qatar, with kit supplier Hummel saying it “doesn’t want to be visible” at a tournament it says has “cost thousands of lives”.

Human Rights Watch UK director Yasmine Ahmed described Fifa’s letter as “appalling”, while Amnesty International’s Felix Jakens told BBC Radio 5 Live: “There has never been a good time to talk about human rights issues in Qatar. They [Fifa ] are concerned.
“Now is the time to put pressure on these issues. After the World Cup is out of town, will we still have talks about Qatar? I don’t think so.”
The letter, signed by FIFA president Gianni Infantino and secretary general Fatma Samoura and seen by the BBC, says: “We know that football does not live in a vacuum and we are also aware that there are many challenges and difficulties of a political nature around the world.
“But please don’t let football get dragged into every ideological or political battle there is.
He adds: “At FIFA, we try to respect all opinions and beliefs without lecturing the world. No one is ‘better’ than any other people, culture or nation. This principle is the cornerstone of mutual respect and non-discrimination.
“And that is also one of the main values of football. So please let us all remember and let football take center stage.
“We have a unique opportunity and opportunity to welcome and embrace everyone, regardless of origin, background, religion, gender, sexual orientation or nationality.”

MPs call on Southgate and Kane to act over Iran

England player Beth Mead said on Thursday that the tournament being held in Qatar is “disappointing”. Mead, who is openly gay, doesn’t think the Gulf state is the “right place” to host the tournament.
A controversial build-up
Other off-field issues include Russia being banned by FIFA following the country’s invasion of Ukraine. In addition, the FA of Ukraine has asked to ban Iran from the World Cup, “due to systematic violations of human rights”.
