One section, titled “women’s rights,” states: “Women can receive medical care, including pregnancy or reproductive health care, regardless of their circumstances, without being charged.” The claim is likely a response to laws that mean consenting to sex outside of marriage is illegal in Qatar. The document goes on to say, “Women will not face any charges if they report rape or sexual harassment/violence.”

The Qataris have come under intense pressure to ensure the safety of LGBTQ+ people traveling to the tournament. The document does not mention the possibility of changing the Penal Code, one of the requirements for World Cup hosts, but under the heading “public norms” it is written: “Visitors can stay in the same room regardless of marital status or gender. “

Regarding the protest against LGBTQ+ rights, the document states: “Persons displaying rainbow or other flags of sexual identity will not be approached, detained or charged.” It also states that people should be allowed to kiss and hold hands freely in public places or stadiums.

The hosts’ public commitment to greater tolerance during the tournament has raised concerns among supporters planning to travel as well as marginalized groups. The latest news comes after it emerged that hundreds of fans are traveling to the tournament at the expense of Qatari authorities, who in return are asking people not to make critical comments about the tournament.
