International television crews in Qatar for the Fifa World Cup could be prevented from interviewing people in their own homes under sweeping reporting restrictions that could have a “serious chilling effect” on media coverage.
Broadcasters such as the BBC and ITV will be effectively banned from filming in shelters, such as those housing migrant workers, under filming permits issued by the Qatari government.
The terms also prohibit recording in government buildings, universities, places of worship and hospitals, as well as filming in residential buildings and private businesses.
The restrictions are among a list of conditions that outlets must agree to when applying for a filming permit from the Qatari authorities to “capture photography and videography of the most popular locations across the country”. They also apply to photographers, but do not refer explicitly to print journalists who do not film their interviews.
The rules don’t ban reporting on specific subjects, but restricting where film crews can film — “including but not limited to houses, apartment complexes, shelters” — will likely make it harder for them to investigate reported abuses, such as the abuse of film by migrant workers, or around Conducting interviews on topics that people may be reluctant to discuss in public, such as B. LGBTQ+ rights.
Last night Qatar’s top committee denied imposing “appalling” restrictions on media freedom, saying “several regional and international media outlets are based in Qatar and thousands of journalists report freely and unhindered from Qatar every year.”
It said it updated a previous version of its terms for applying for film permits that appeared on its website to relax rules for broadcasters attending the World Cup, including deleting a rule that said they “recognize and agree” that they will not make reports that may be “inappropriate or offensive to Qatari culture, Islamic principles”.
But while the newer rules state that filming is allowed throughout the state of Qatar, they still seem to impose strict restrictions, including the fact that broadcasters agree “not to record films/photos in excluded locations” when applying for a permit. Places where filming is not allowed under the permit are “residential lots, private businesses and industrial areas” or government, educational, health and religious buildings.
The rules also say broadcasters “respect people’s privacy” and must not film them or their property without their “express prior consent.”
Fifa said it was “working with the Supreme Committee and relevant organizations in Qatar to ensure the best possible working conditions for media participating in the tournament and to ensure broadcasters continue to report freely without restrictions”.
A spokesman said it was “important to clarify that filming on private property in each country requires the consent of the property owner/operator”. He did not comment on why the terms include a total ban on filming on private property.
Journalists were previously arrested in Qatar for reporting on issues considered controversial by the authorities. In 2015, a group of BBC reporters were arrested in Doha and spent two nights in jail while investigating housing conditions for migrant workers. Last November, two Norwegian journalists investigating the working conditions of migrant workers working at World Cup venues were arrested and detained for 36 hours as they attempted to leave the country.
James Lynch of FairSquare, a London-based human rights group, said the rules were an “extraordinarily wide range of restrictions” that would make it difficult for television crews to follow non-football-related stories. He said: “It would be incredibly difficult to fully comply with these terms when even filming close to private or government property violates the terms of a permit.
“This is likely to have a strong chilling effect on free speech. How many organizations will authorize coverage of social issues in Qatar if it risks ending up in court?”
The restrictions pose an ethical dilemma for broadcasters.
The BBC and ITV’s strict editorial guidelines promote impartiality and protect against undue influence, including by governments. BBC guidelines, which apply to all content, state that broadcasts should not unnecessarily offend but emphasize the importance of freedom of expression.
Jemimah Steinfeld, editor-in-chief of Index on Censorship, said the terms of the film’s approval are “definitely a cause for concern” and are “deliberately ambiguous” to allow broadcasters “to play it safe.”
She said her gut feeling was that she didn’t think they should agree to such conditions, but said it was “extremely difficult terrain” to navigate. “The question is, could there be stories that they can still do under this agreement, and is it more important that they do those stories?” she said. “Basically, if the BBC is pushed into a position where they can only cover the glory of it, then that would be a bad outcome.”
Qatar is an Islamic country with an authoritarian system of government. Swearing, public displays of affection and indecent clothing are considered offensive. Homosexual behavior is illegal. According to UK government travel advice, posting material that is offensive, defamatory or culturally insensitive can also be considered a crime.
In recent months, Qatar seems to have softened its stance on several issues in a bid to convince visitors that it is safe and tolerant. For example, she allows alcohol to be sold in stadiums and has said gay fans can show their affection during the World Cup. It has not relaxed rules restricting freedom of expression, including a law against the spread of “fake news” online.
The BBC did not say whether it agreed or contested the film approval rules. A spokeswoman said it had “a proven track record of covering topical issues as part of our reporting.” It will be no different at this World Cup.”
